A predator banned from Discord today re-registers on Roblox tomorrow with the same MO. Continuum is a GIFCT-style hashed-identifier interoperability layer. Platforms contribute hashed signals — device IDs, behavioral fingerprints, banned-handle hashes, conversational tactic signatures — into a consortium-governed encrypted vault.
Other platforms query the vault on new account creation. Match returns an automatic flag for trust-and-safety review. The underlying data never leaves the vault — only match signals do. Modeled on the Global Internet Forum to Counter Terrorism (GIFCT) governance, adapted for child protection.
